Young Active
Retirees (YARs) Chapter
Constitution & Bylaws
The name of this organization shall be the Young Active Retirees (YARs), a chapter of the Family Campers & RVers (FCRV).
Article II – Purpose & Objectives
1. To appeal to recent retirees and get them involved in the National FCRV Retiree Program and Rally.
2. To be a national retiree chapter promoting new ideas for FCRV.
3. To promote a young at heart attitude and a willingness to be active.
4. To promote activities of interest to younger retirees such as specialized tours, golf, etc.
5. To promote through identification with the Family Campers & RVers a basis for friendly welcome with other members.
6. To promote camping and traveling safety and help prevent forest fires; to promote anti-litter and preservation campaigns.
7. To cooperate with other organizations which are working toward the conservation of our natural resources.
8. To press for improvements in camping facilities wherever the need exists and to protect the rights of campers and rvers.
Article III – Chapter Colors & Symbols
The chapter colors are blue and white. The symbol will be a pirate.
Article IV – Membership & Dues
A. Must be a member in good standing of FCRV.
B. The individual or one member of a couple must have officially retired from a job.
2. The annual dues for the YARs chapter shall be 5 dollars. Change of dues must be recommended by the officers and voted on by the membership. Dues are payable by the YARs pre-retiree rally campout.
Article V – Officers
1. The officers of the chapter shall be President, Vice President, Secretary, and Treasurer. They shall be elected by the chapter at the annual meeting and shall hold office for a 2-year term or until their successors have been elected and installed.
Article VI – Committees
1. The nominating committee shall consist of the president and 2 members appointed by the president. They shall meet shortly prior to the annual meeting to propose a slate of officers. The slate shall be presented to the chapter at the annual meeting at which time nominations may be made from the floor.
2. The president may appoint other committees.
Article VII – Meetings
1. There shall be two chapter meetings a year. These will be held at a campout or pre-rally prior to the FCRV Retiree Rally and the FCRV Campvention. Additional meetings may be held at the discretion of the officers.
2. Each year the annual meeting shall be at the pre-retiree rally campout. Elections will be held every two years. Newly elected officers will be installed at the meeting at which they are elected.
3. A quorum shall consist of 25 percent of the membership.
Article VIII – Fiscal Year
The fiscal year shall begin with the spring (pre-retiree) rally each year.
Article IX – Constitution
1. This constitution may be amended by a majority vote of the members present at either the spring or summer meeting provided a quorum is present.
2. The intention to amend the constitution shall have been previously communicated in writing to all members and submitted to the Field Director and State Director.
Article X – Miscellaneous
No McDonald’s orange drink or bought cookies will be served at meetings.
Article XI – Termination of Chapter
Section 1. No FCRV Chapter shall disband or terminate its activities and be
inactive as long as five members remain in good
standing with the National organization and wish to restructure the chapter by
remaining as or becoming the immediate
officers and continuing to promote FCRV in rebuilding the chapter. The members
that remain with the chapter shall also keep
the treasury of the group as the assets of the chartered chapter. Those members
who choose to drop their affiliation shall
resign and relinquish their ties with the chapter. A decision to disband a
chapter will call for a motion against the constitution
of the chapter; therefore, a constitutional change shall be handled in
accordance with the procedures set forth in the chapter’s
constitution. No chapter shall disband by making a motion and taking action on
the matter the same night. The Field Director,
District Director or State Director shall be notified of the proposed change
before a vote can be accepted.
Section 2. Complete minutes of the meeting in which the decision to drop
the affiliation with FCRV or to totally disband the chapter must
be included with the disbandment documents. The minutes must show how the vote
was conducted and the actual count.
Section 3. The Treasurer’s books, along with receipts showing proof of the
disbursement of the chartered chapter’s assets must be
included with the disbandment documents.
A. Because of IRS non-profit status, no chapter shall divide the assets among the remaining members.
B. In the event the chapter would disband, all property will be sold, and after all the bills are paid, the assets will be turned over to a non-profit organization such as the Scholarship or Wildlife Fund of the national/state/provincial organization, or a charitable organization.
C. The choice of programs or groups to receive the chapter’s assets shall be decided by the majority of members in good standing with the chapter at the time of termination.
Article XII – Bylaws
Section 1. Bylaws may be adopted or amended by a majority vote at any
regular meeting, provided prior notice of intent to do so has
been communicated to all members.
Section 2. In case of disagreement, Roberts Rules of Order shall govern on
any item not specifically covered by this Constitution and
Bylaws.
Section 3. The regular order of business at all meetings shall be as follows:
A. Call to order.
B. Reading of minutes of previous meeting by Secretary.
C. Reading of Treasurer’s report.
D. Introduction of guests.
E. Old business.
F. Election and installation of Officers (annual meeting only).
G. New business.
H. Program
I. Adjournment.
